It is under the ownership of the Luzerne County Convention Center Authority while operated by SMG. It is a multi-purpose arena that was opened to the public on November 13, 1999, with a construction cost of $44 million. The architecture of the building is designed by Heinlein Schrock. It currently serves home to Wilkes-Barre/Scranton Penguins (AHL) since 1999. It has been by many entertainment magazines among the best arena with under 10,000 capacity in the country.

The arena hosts a variety of events including Wilkes-Barre/Scranton Penguins hockey games, circus performances, professional ice-skating shows, Harlem Globetrotters, an annual Christmas-time Trans-Siberian Orchestra performance, professional wrestling, concerts, political events, and the annual graduation ceremonies.
